Eileen O’Sullivan, Divisional Inspector with the Department of Education and Skills presents Elaine Carter with the Carlisle and Blake Award at the graduation ceremony of the B.Ed graduates of 2013 in the chapel of the Church of Ireland College of Education. Elaine is from County Laois and teaches in St Patrick’s National School in Greystones.
